After a Gambling Commission investigation revealed social responsibility and money laundering breaches, the operator must pay a £760,000 ($1m) fine and undertake comprehensive independent audits.
Among the most troubling issues discovered by the investigation were: a lack of evidence of conducting appropriate financial and affordability assessments to determine whether specific customers were being harmed or at risk of harm; customers frequently changing deposit limits not being taken into account as markers of harm; and customer interactions that mostly consisted of an email detailing the responsible gambling tools and did not require a response from the customer (the customer).
In terms of money laundering failures, the Commission discovered that EU Lotto did not effectively review or analyse bank statements provided by customers to prove address, that customers' accounts were not restricted after ignoring source of funds (SoF) requests, and that customers were allowed to register and make deposits using third-party debit cards (such as those in a different name than the customers). The inquiry revealed a widespread lack of data on how much a consumer should be permitted to spend based on income, wealth, or other risk indicators.
"This case, like other recent enforcement actions, was the result of planned compliance activity," stated Commission Executive Director Helen Venn. All providers should be aware that we will not hesitate to take strong action against any who fail to achieve the high standards we demand for British customers."
